Section 552.012 of the Texas Government Code necessitates that elected or appointed public officials, members of a multimember governmental body, the governing officer of a single-officer governmental body, or the officer for public information of a governmental body complete an open records training course within 90 days of assuming office. An official can assign this duty to a public information coordinator, primarily responsible for administering the official's responsibilities under the Public Information Act, who must also complete the training within 90 days. The course, ranging from one to two hours, provides a comprehensive understanding of the legal background for open records and public information, the applicability of the Public Information Act, processes for complying with information requests, the attorney general's role under the Act, and the penalties for non-compliance. The Office of the Attorney General's training video satisfies these requirements, with a completion certificate available upon finishing the course, to be maintained by the official's or coordinator's governmental body for public inspection upon request.
